Türkiye Yükseköğretim Politikalarında Uzaktan Eğitimin Eleştirel Söylem Analizi
Özet
Bu çalışma, eleştirel söylem analizi (ESA) çerçevesi aracılığıyla Türk yükseköğretim politika belgelerinde uzaktan yükseköğretimle ilgili söylemleri incelemektedir. Araştırma, uzaktan eğitimin nasıl algılandığını ve bu algılardan dile yansıyan güç dinamiklerini ortaya koymaktadır. Eğitim anlayışının demokrasiyi teşvik etme ve kişisel gelişimi sağlama amacından, ekonomik verimlilik ve istihdam edilebilirlik odaklı neoliberal politikalara kaydığı bir dönemde, temel bulgular, uzaktan eğitimin önemli rolüne karşı politika yapıcıların ilgisizliği, sosyal adalete katkılarının yeterince takdir edilmemesi ve pandemi sonrası "yeni normal"de ikincil bir konuma düşürülmesini vurgulamaktadır. Çalışma, Yükseköğretim Kurulu ve Cumhurbaşkanlığı gibi kurumların hükümet raporları ve politika belgelerini analiz etmek için Fairclough’un çalışmalarına dayanan bir eleştirel söylem analizi yöntemi kullanmaktadır. Resmi anlatılarda uzaktan eğitime istisnai ve acil durum önlemi gibi bir konum yüklendiğini ortaya koyan bu çalışma, uzaktan eğitimin kapsayıcı ve adil bir yükseköğretim sisteminin hayati bir bileşeni olarak tanınması gerektiğini savunmaktadır. Türkiye’de yükseköğretimde sosyal adaletin sağlanmasının, çeşitli ihtiyaçlara sahip her türden yaşam boyu öğrenenin katılımına yönelik katkılarının özverili bir şekilde anlaşılmasını gerektirdiği sonucuna varılabilir.
