Avrupa Birliği’nin Akdeniz'deki Terör Tehdidini Önlemeye Yönelik Girişimleri
Özet
Deniz güvenliğine yönelik tehditlerden en ölümcül olanı denizde terörizmdir. Saldırıların karaya oranla daha az sayıda olmasına rağmen, meydana gelen birkaç ciddi saldırı göz önüne alındığında, deniz alanlarında terör saldırısı gerçekleşme ihtimali her zaman göz önünde bulundurulmalıdır. Aksi halde bu saldırılar, telafisi mümkün olmayan vahim sonuçlar ortaya çıkaracaktır. Günümüzde denizde terör saldırısı gerçekleşme ihtimalinin en yüksek olduğu denizlerden biri de Akdeniz’dir. Yakın geçmişte, özellikle Suriye ve Libya’daki iç savaşlar, Arap ülkelerindeki siyasi çalkantılar ve DAEŞ gibi radikal terör gruplarının ortaya çıkması başta olmak üzere yaşanan kriz ve istikrarsızlıklar Akdeniz Havzası’ndaki olası terör tehdidini ciddi ölçüde arttırmıştır. Bu çerçevede bölgesel bir güvenlik aktörü olan Avrupa Birliği (AB), deniz güvenliğini güçlendirmek ve Akdeniz'deki olası terör tehdidiyle mücadele etmek için birtakım önlemler almıştır. Makalede, Akdeniz bölgesindeki terör tehdidinin hangi düzeyde olduğunun belirlenmesi ve AB’nin terörle mücadele önlemlerinin analiz edilmesi amaçlanmaktadır. Analiz çift yönlüdür. Makalede ilk olarak, Akdeniz'de rapor edilen fiili terör saldırıları kapsamlı bir şekilde incelenmektedir. Ardından da terörizmle mücadele etmek ve sorunu çözebilmek için AB tarafından alınan önlemler detaylı bir şekilde analiz edilmektedir.
